Following joint U.S. and Israeli military operations against Iran, Secretary of State Marco Rubio declared “the old world” gone, urging American allies to acknowledge this profound geopolitical shift. He emphasized a rapidly transforming “new era of geopolitics” necessitating reevaluation of traditional roles and collaboration with Washington. Rubio confirmed critical, private discussions are underway with numerous allied nations, stressing the urgency for continued dialogue to adapt to the changing international order.

To counter criticism over President Donald Trump’s authorization of military action, White House Press Secretary Karoline Leavitt confirmed that Secretary Rubio had notified senior congressional leaders prior to the strikes. Leavitt detailed that President Trump monitored from Mar-a-Lago, speaking with Prime Minister Netanyahu. Rubio successfully briefed seven of the eight members of the “Gang of Eight,” a claim corroborated by House Speaker Mike Johnson. While the 1947 National Security Act mandates Congress be “fully informed” of significant intelligence activities, presidents historically interpret this as informing only the Gang of Eight, not entire committees. This interpretation frequently draws fire, with Rep. Thomas Massie (R-Ky.) publicly condemning the strikes as “Acts of war unauthorized by Congress.” Massie, alongside Rep. Ro Khanna (D-Calif.), had been preparing to restrict President Trump’s authority for strikes against Iran without explicit legislative approval.

Separately, Secretary Rubio announced Iran’s official designation as a state sponsor of wrongful detention. He referenced Ayatollah Khomeini’s regime, which consolidated power through hostage-taking of U.S. embassy staff 47 years ago, asserting Iran has persistently used “cruel” detention of innocent Americans as political leverage. Rubio highlighted President Trump’s executive order and Congress’s Countering Wrongful Detention Act of 2025 to protect U.S. citizens. He urged Iran to cease hostage-taking and release all unjustly detained Americans, noting it could remove this significant designation.
