Supporters of Trump’s interpretation argue that the reported presence of numerous federal personnel—particularly individuals operating in plain clothes—raises questions about intelligence coordination and security planning before and during the attack. Some commentators have suggested the document may indicate that federal authorities had a larger operational footprint than initially understood.
