House Democrats Maintain Opposition to DHS Funding Amid Leadership Shift

House Democrats largely voted on Thursday to sustain the ongoing Department of Homeland Security (DHS) shutdown, resisting intensified Republican pressure to pass a funding resolution. Despite the GOP’s emphasis on domestic security concerns and escalating tensions with Iran, the measure passed 221–209, with only four Democrats—Representatives Henry Cuellar, Jared Golden, Marie Gluesenkamp-Perez, and Don Davis—breaking party lines to support the bill.

The legislation aims to fund the department through the end of the fiscal year on September 30. While a similar version passed in January following the record-breaking 43-day government shutdown, GOP leadership reintroduced the measure this week, citing an urgent need for stability within the national security apparatus.

The vote coincided with a significant executive shake-up. President Donald Trump announced the removal of DHS Secretary Kristi Noem, replacing her with Senator Markwayne Mullin. This maneuver, while unexpected, failed to sway the Democratic caucus. House Minority Leader Hakeem Jeffries dismissed the appointment as “irrelevant” to the broader budget negotiations, stating that the caucus would continue to negotiate directly with the White House rather than the Department’s leadership.

The proposed bill includes several previous Democratic priorities, such as mandated body-worn cameras for Immigration and Customs Enforcement (ICE) officers and enhanced de-escalation training. However, Democratic leadership remains steadfast in demanding further operational restrictions on ICE and Customs and Border Protection (CBP). This stance follows a controversial federal operation in Minneapolis where two U.S. citizens were fatally shot by federal agents during anti-ICE demonstrations. Though that specific operation has concluded, its fallout remains a central sticking point in the current legislative impasse.
